Antique Vintage Pencil Sharpener? Patent 1908 JB Ellison Son Woolens Advertising

An old pencil sharpener, (or paperweight?)
Notes:
Found along with a variety of old collectibles. It is made of cast metal; the removable metal top is marked, "Pat'd Aug, 18 1908 (double stamped); the black enamel painted base is embossed on 2 sides, "J.B. Ellison & Son Woolens". Brief internet research revealed limited information - this may be a pencil sharpener, and J.B. Ellison and Son were from Philadelphia. Unsure how it works.
Dimensions:
At the bottom 2-3/16" by 3-7/16"; top plate 1-5/8" by 3-1/2"; overall height is about 1-9/16" tall.
Condition:
Used condition: has metal (nickel?) plate loss, minor rust / paint loss. Still displays well.
